Both leave a floor that does not dust and cleans easily, but the two methods work in fundamentally different ways. Polished concrete adds no new layer; the existing concrete is ground back through successive diamond grits until its own surface takes a polish. Epoxy instead forms a new resin layer over the concrete.
That difference also decides which floor suits which method: polishing needs the concrete itself to be sound and strong enough.

If the concrete is new, sound and flat, if there is no need for colour and no chemical spillage is expected, polishing is an economical, long-lasting answer.
If the floor is worn or pitted, or chemicals get spilt on it, and where hygiene or colour-coded zones are needed, epoxy systems are the better answer.
The decision is made at the site survey, by measuring the strength and moisture content of the concrete.
